This is the most traditional system of the three technologically speaking. The University of Zambia's distance learning facility relies on existing on campus teaching staff to extend their teaching capabilities to people across the country who do not have the means to travel a great distance but can still learn to a university level through the distance learning.
It sounds like this system is a lot more lenient than others as it is solely down to the lecturers themselves. If they receieve a piece of work but have a lot to focus on with their internal students, then the external distance learning student may not receive their work back for some time. This seems rather unfair to me, making this system to be the weakest of the three in my opinion.

Yes, this does seem more what we're used to in the UK.
I think essentially the article is expressing the disatisfaction of the University staff having to teach DL when they already have lots of real-time work committments. Of course this isn't fair to the DL students, but perhaps the University would benefit from employing DL staff specifically for that area, as it is a vastly different way of working.
